Electronic Custody and Control Forms: Federal Drug Testing for the 21st Century

June 15, 2015

Many of the drug testing programs supported by NetGain Mobile Diagnostics are federally mandated by the Department of Transportation (DOT) and Department of Health and Human Services (DHHS which is the regulatory guideline for Department of Energy (DOE) testing programs) regulations.  As is often the case with the government, the regulations surrounding these programs often lag behind the technological advancements of the time. Many private employers and non-regulated drug testing programs have been enjoying the ease and convenience of electronic custody and control forms (eCCFs) for many years now and finally the federal government is getting on board.  Let us explain what this new development means and how it will benefit many of NetGain Mobile Diagnostics’ clients by speeding up the drug test collection process.

Federal drug testing (DOT and DHHS) requires the use of a hard-copy five-part,  Custody and Control Form to be presented, signed, and shipped off with the urine sample provided by a candidate during the drug testing process.  This paper form assures the specimen collected during the process is that of the tested employee.  Requiring a hard-copy form creates complications especially for candidates that travel frequently (i.e. DOT truck drivers) or candidates in a time-crunch who have to wait for forms to be mailed to them prior to testing.  Additionally, having candidates and collectors alike complete forms by hand often results in typographical issues that can delay the resulting process.  Use of eCCFs will alleviate many of these issues by allowing for the electronic ordering of tests and completion with digital signatures.

NetGain Mobile Diagnostics is poised to provide electronic testing capabilities at all three of our testing facilities in Oak Ridge, Knoxville, and Sevierville, TN.  Additionally, we will utilize facilities with eCCF capabilities within our nationwide network to expedite our “out of state” testing capabilities.  Once this Testing Rule is finally approved, NetGain Mobile Diagnostics will be ready to offer this new innovation which will streamline our delivery of regulatory compliant services to you, our clients!
